| PER CURIAM ORDERED by the PANEL. that ,one of the issues being considered in this matter is whether VA was required to provide
notice to appellant of her eligibility for Chapter 35 Dependents' Educational Assistance (DEA)
benefits. To assist the Court in the resolution of this appeal, counsel for each party should be
prepared to discuss, in addition to the other issues briefed, the import of 38 U.S.C. § 3501(b) with
