06/01/2021 Open Document Opinion that the Court AFFIRMS the April 17, 2019, Board decision. What the majority calls historical context to support a plain language finding could very easily be described as reviewing legislative history to uncover the meaning of an ambiguous term. With the utmost respect for my esteemed colleagues, I have no alternative but to dissent. (PIETSCH, GREENBERG and TOTH) (AMN)
